The Directorate General of Training (DGT), under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has issued a Request for Proposal (RFP) for the selection of a Consultancy Firm/Agency to establish a Project Monitoring Unit (PMU) supporting the implementation of the “National Scheme for ITI Upgradation”.
This scheme, announced in the Union Budget 2024, aims to modernize 1,000 ITIs under a Hub and Spoke model, enhancing infrastructure, training, and industry collaboration. The selected PMU will play a crucial role in program setup, execution, and long-term monitoring.

Scope of work for implementing the ITI upgradation
The PMU will assist in developing guidelines, implementation strategies, and monitoring mechanisms. The work will be divided into two phases:
1. Programme setup (4 months)
- Defining stakeholder roles and governance models.
- Preparing a detailed five-year implementation roadmap.
- Selecting 1,000 ITIs for upgradation.
- Developing frameworks for infrastructure modernization, training curriculum, and Learning Management System (LMS).
- Supporting the official launch of the scheme.
2. Post-setup support (2 years 8 months)
- Project management: Ensuring smooth execution, monitoring progress, and making necessary adjustments.
- Financial oversight: Budgeting, fund allocation, and expenditure tracking.
- Monitoring and evaluation: Establishing impact assessment mechanisms.
- Procurement and vendor management: Managing procurement and ensuring quality standards.
