MSDE invites RFP for Consultancy Firm to support ITI Upgradation under new scheme

The Directorate General of Training (DGT), under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has issued a Request for Proposal (RFP) for the selection of a Consultancy Firm/Agency to establish a Project Monitoring Unit (PMU) supporting the implementation of the “National Scheme for ITI Upgradation”. 

This scheme, announced in the Union Budget 2024, aims to modernize 1,000 ITIs under a Hub and Spoke model, enhancing infrastructure, training, and industry collaboration. The selected PMU will play a crucial role in program setup, execution, and long-term monitoring.

Last date for submission of the RFP:

  • Revised Last Date for Bid Submission: 26.02.2025 (1700 Hrs)
  • Opening of Technical Bids: 26.02.2025 (1730 Hrs)

Scope of work for implementing the ITI upgradation

The PMU will assist in developing guidelines, implementation strategies, and monitoring mechanisms. The work will be divided into two phases:

1. Programme setup (4 months)

  • Defining stakeholder roles and governance models.
  • Preparing a detailed five-year implementation roadmap.
  • Selecting 1,000 ITIs for upgradation.
  • Developing frameworks for infrastructure modernization, training curriculum, and Learning Management System (LMS).
  • Supporting the official launch of the scheme.

2. Post-setup support (2 years 8 months)

  • Project management: Ensuring smooth execution, monitoring progress, and making necessary adjustments.
  • Financial oversight: Budgeting, fund allocation, and expenditure tracking.
  • Monitoring and evaluation: Establishing impact assessment mechanisms.
  • Procurement and vendor management: Managing procurement and ensuring quality standards.

Why ITI Upgradation matter

With the evolving demands of the industrial and digital economy, upgrading ITIs is crucial to enhance employability by equipping students with industry-relevant skills. Modernizing infrastructure, upgrading training equipment, and integrating advanced technology will ensure that ITIs remain aligned with industry needs. Strengthening industry collaboration through modern training methods, experienced trainers, and state-of-the-art equipment will further improve skill development outcomes. Additionally, the creation of Centres of Excellence, where select Hub ITIs lead training innovations, will set new benchmarks in vocational education and workforce readiness.

The government has earmarked ₹1,000 crore for this initiative, with ₹294 crore allocated. Industry partnerships will be key in shaping curriculum design, faculty training, and on-the-job learning opportunities.

The upgradation of ITIs under the National Scheme is a transformative step toward aligning vocational education with industry demands. By modernizing infrastructure, enhancing training quality, and fostering industry collaboration, this initiative aims to equip students with future-ready skills. The selected Consultancy Firm will play a critical role in ensuring the program’s success through effective implementation and monitoring.
