RPL Initiatives from IL&FS in various industry sectors

IL&FS Skills Development Corporation Limited (IL&FS Skills) is a joint venture between IL&FS Education and Technology Services Limited (IL&FS Education) and National Skill Development Corporation (NSDC). The setting up of IL&FS Skills in 2011 was triggered by the increasing demand of trained manpower for the jobs created in various sectors. From being a pilot programme offered for textile sector, today it is one of India’s largest vocational training company with a goal to train 4 million people by 2022 through a network of 300 + institutes of skills on hub and spoke model. IL&FS has been implementing Recognition of Prior Learning (RPL) projects in several industry sectors*. Let’s get to know about some of them.

IL&FS Skills is implementing RPL (Recognition of Prior Learning) across four sectors namely Agriculture, Apparel, Handicraft and Leather for various job roles under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India.

RPL aims to align the competencies of the unregulated workforce of the country to National Skills Qualifications Framework (NSQF), which is a competency based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude.

Here are some details about RPL implementation in each of the sectors

Agriculture Sector

State-wise numbers allocated for RPL in Agriculture*:

  • Andhra Pradesh – 2500
  • Bihar – 2285
  • Gujarat – 4180
  • Kerala – 1000
  • Maharashtra – 500
  • Odisha – 2750
  • Rajasthan – 2285
  • Telangana – 1250

The Sector Skill Council is Agriculture Skill Council of India (ASCI) and the job roles covered in this sector are Dairy Farmer/Entrepreneur and Organic Grower

Apparel Sector

State-wise numbers allocated for RPL in Apparel Sector*:

  • Andhra Pradesh – 1650
  • Delhi NCR – 9900
  • Karnataka – 2300
  • Tamil Nadu – 6150

The Sector Skill Council is: Apparel Made-Ups & Home Furnishing Sector Skills Council (AMHSSC) and the job role covered is: Sewing Machine Operator

  • Rajasthan – 5000

The Sector Skill Council is: Handicrafts & Carpet Sector Skill Council (HCSSC) and the job role covered is: Carving Artisan (Stone craft)

How the candidates and employers have benefitted from RPL training and certification:

Resham ILFS RPLResham Meena  – Dairy Farmer, Rajasthan

She is a farmer and very few programs are available for them. She found the training very interactive and felt the knowledge provided especially about livestock was very useful. This training has helped open new avenues for her.

 

 

Vasava ILFS RPLVasava Raysinghbhai Biladiyabhai  – Dairy Farmer, Gujarat

The training that he received under RPL has benefited him immensely. From a small farmer who was barely able to make ends meet, he has come a long way. He is now working with ‘The Juna Mosda Dudh Sarkari Mandli Ltd.’

 

 

Shaishav ILFS RPLShaishav Rao – President, Patna Dudh Utpadak Sahakari Mandali Ltd.

He says the RPL Program for Dairy Farmers has proved to be beneficial since it has helped in enhancing the knowledge and skill sets of Dairy Farmers. They are now aware of new techniques of maintaining milk quality as well as caring for livestock.
