Why Building a Skilled Workforce is Key to India’s Semiconductor Success

As technology advances with rapid strides, powered by innovations like Artificial Intelligence and Machine Learning, one critical element remains constant— semiconductor. Semiconductors are the backbone of modern technologies, from smartphones and cloud data servers to advanced automobiles, industrial automation, and critical electronic infrastructure.

India’s semiconductor industry is currently undergoing a transformative phase, bolstered by government policies and significant investments aimed at making the country a global semiconductor hub. This surge in growth has been highlighted by key developments such as the establishment of manufacturing facilities, international partnerships, a renewed focus on research and development and to increase the skilled manpower in the Semiconductor segment.

India’s journey to becoming a semiconductor powerhouse

At the heart of this transformation was the recent Semicon India 2024 conference, which underscored India’s commitment to fostering a robust semiconductor ecosystem. Key initiatives, such as the Production-Linked Incentive (PLI) scheme, have already attracted investments from major players. These initiatives aim to enhance domestic manufacturing capabilities, reduce reliance on imports, and generate employment in the burgeoning technology sector.

    However, despite the positive momentum, challenges remain. The semiconductor manufacturing industry is highly concentrated, and recent global shortages in manpower and supply chains have caused significant disruptions across industries. India, alongside other major economies, is now making concerted efforts to diversify its manufacturing hubs and secure its position in the global supply chain.

    With India’s semiconductor demand projected to exceed USD 110 billion by 2030, the sector is poised to become one of the country’s most promising industrial segments. In response, the Government of India (GoI) has launched the Programme for Development of Semiconductors and Display Manufacturing Ecosystem in 2021, dedicating INR 76,000 crore (approximately USD 10 billion) to boost domestic capabilities.

    Strategies to build a skilled semiconductor workforce: A multi-faceted approach

    A comprehensive approach is required to overcome the shortage of skilled professionals. Here are key strategies for addressing this challenge:

    • Education and training programs:
      • Curriculum enhancement: Universities and technical colleges should update their curricula to include semiconductor technology, integrated circuits, and related fields, preparing students for the industry’s demands.
      • Specialized training: Developing specialized training programs and certifications in semiconductor design and testing will help students gain hands-on experience.
      • Industry-academia collaboration: Partnerships between semiconductor companies and educational institutions can provide practical training, internships, and real-world exposure to students.
      • Skill Development Centers: Establish dedicated centers focused on semiconductor skill development, providing hands-on training and certifications to future professionals.
    • Incentives for education and career development:
      • Scholarships and grants: Offering financial aid, including scholarships and grants, to students pursuing degrees in semiconductor-related fields can attract more talent to the industry.
      • Career pathways: Clear career pathways, supported by mentorship programs, will help guide students and young professionals as they navigate the semiconductor sector.
    • Industry expansion and investment:
      • Investment in R&D: Increased investment in research and development will create more opportunities for students and professionals to work on innovative projects and attract talent to cutting-edge semiconductor developments.
      • Semiconductor clusters: Developing semiconductor manufacturing and design clusters will stimulate industry growth and innovation, creating more jobs in the process.
    • Government and policy support:
      • Supportive policies: Government policies that support the growth of the semiconductor industry, such as tax incentives and subsidies, will be crucial in attracting investments and fostering talent.
      • Public-private partnerships: Collaborations between the government, academia, and industry can help address skill shortages while ensuring that infrastructure keeps pace with industry demands.
    • Awareness and promotion:
      • Industry promotion: Promoting semiconductor career opportunities through media, conferences, and career fairs will attract new talent to the sector.
      • Success stories: Highlighting the achievements of professionals working in the semiconductor industry can inspire the next generation of talent and encourage more students to pursue a career in this field.
