Open Universities in India: Enhancing Graduate Employability through Skills

Certificate and diploma courses from most open universities today are designed to impart industry-relevant skills, enabling students to become more employable in a dynamic job market. As skill-based education gains traction under the National Education Policy (NEP) 2020, open and distance learning (ODL) institutions are stepping up with skill programs, flexible delivery models, and partnerships that bridge academia and industry.

In June 2025, IGNOU hosted a three-day national workshop in collaboration with CEMCA, which led to the establishment of the Indian Public Open Universities Association (IPOUA). This association will bring together 17 public open universities to work collectively on vocational integration, , inclusivity, and outcome-based curriculum development aligned with NEP 2020, NSQF, and NCrF.

For many open universities, graduate employability has become a key focus, encouraging the design of programs that blend academic knowledge with practical, job-oriented skills.

Key highlights: Strategic shifts for employability

1. Integration with NSQF and NCVET standards

Many open universities are aligning their programs with the National Skills Qualification Framework (NSQF) and seeking NCVET dual recognition. This provides a structured framework for vocational outcomes, credit transfer, and national equivalence.

2. Multi-mode blended learning

Courses are offered through a combination of self-instructional print materials, online modules (via platforms like SWAYAM, eGyanKosh, EduSat), and in-person practical sessions offering flexibility without compromising skill acquisition.

3. Industry partnerships for curriculum relevance

Several universities co-develop and revise course content with sector skill councils, state skill missions, and industry experts, ensuring alignment with job market needs and local employment trends.

4. Inclusive and flexible learning pathways

ODL institutions provide modular entry and exit options, affordable fees, and special focus on women, rural youth, and working professionals, thereby widening participation and ensuring continuity of education for diverse learner groups.

  • Flexibility: Self-paced learning with modular design allows learners to balance education with work and personal responsibilities.
  • Affordability: Low-cost courses ensure that financial constraints don’t become a barrier to upskilling.
  • Blended approach: A mix of online, offline, and practical learning offers holistic exposure.
  • Industry collaboration: Course design is regularly updated in collaboration with industry and sectoral partners for real-world relevance.

Delhi University – School of Open Learning (SOL)

The Centre for Innovative Skill-Based Courses (CISBC) at SOL offers over 30 short-term certificate programs in hybrid/offline formats. Popular domains include:

  • Cyber Security, Digital and Social Media Marketing
  • Beauty and Hair Makeup, Bakery and Confectionery
  • Drone Technology and Repair, Motor Driving (for Girls)
  • Medical Transcription, Accounting and GST, Radio Jockeying, Graphic Design

SSPU offers certificate and diploma programs under its School of Beauty and Wellness with strong industry backing, including:

School of Vocational Studies (SVS)

Netaji Subhas Open University (NSOU) plays a crucial role in addressing India’s need for a skilled workforce. Beyond offering traditional courses as an alternative to formal education, NSOU leverages distance learning to extensively provide vocational and non-conventional programs under the SVS. These courses are designed to equip learners with skills for income-generating livelihoods. NSOU bridges this gap by offering seamless vocational education and a diverse range of pioneering, non-conventional courses, enabling the existing workforce to upgrade their skills. Currently, 5,500 learners are enrolled in 40 such courses through the university.

Open Universities: Paving the way for a skilled India

Open universities are playing a pivotal role in making higher education more employment-oriented and inclusive. By embedding vocational training, industry relevance, and flexible delivery into their courses, they are equipping learners with both academic and practical competencies.

As the education landscape shifts under the influence of NEP 2020, NSQF, and NCrF, open universities are becoming powerful agents of change, bridging the gap between education and employability, and shaping a skilled, future-ready workforce for India.
