The National Council for Vocational Education and Training (NCVET) plays a crucial role in shaping the skill development landscape in India. As the apex regulator for the vocational education and training ecosystem, NCVET is responsible for standardizing and enhancing the quality of training institutions, courses, and qualifications.

Established in 2018 by merging the National Skill Development Agency (NSDA) and the National Council for Vocational Training (NCVT), NCVET aims to streamline and strengthen vocational education by creating a robust skill development framework that aligns with industry needs and enhances employability.

Objectives of NCVET

NCVET was officially formed in October 2018 and functions under the Ministry of Skill Development and Entrepreneurship (MSDE). Its key objectives include:

  • Regulating and standardizing vocational training providers and awarding bodies
  • Ensuring quality assurance in skill education
  • Strengthening the alignment of vocational qualifications with industry requirements
  • Enhancing credibility and recognition of vocational training at national and international levels

Key functions of NCVET

1. Recognition and regulation

NCVET is responsible for recognizing and regulating entities engaged in vocational education and training. This includes training providers, awarding bodies, assessment agencies, and skill certification authorities. It ensures that all recognized entities adhere to quality benchmarks and regulatory guidelines.

2. Standardization of qualifications

One of NCVET’s primary responsibilities is to standardize qualifications across various skill sectors. By aligning courses with industry standards, NCVET ensures that vocational education remains relevant and responsive to labor market demands.

3. Quality assurance and monitoring

NCVET sets quality standards for training providers and assessment bodies. It conducts periodic evaluations and audits to ensure compliance with these standards, thereby enhancing the credibility of vocational certifications. This ensures that training quality is world-class and accessible across multiple pathways for learners.

4. Integration with the National Credit Framework (NCrF)

In line with the National Education Policy (NEP) 2020, NCVET facilitates the integration of vocational education with the National Credit Framework (NCrF). This allows seamless credit transfers and academic equivalence, promoting lifelong learning and career progression. It also enables learners from short-term training programs like PMKVY, ITIs, and other vocational streams to transition into higher education or degree programs.

5. Skill certification and recognition

NCVET works to improve the recognition and acceptance of vocational qualifications both nationally and internationally. By ensuring that certifications meet global benchmarks, it enhances employment opportunities for skilled professionals.

NCVET plays a critical role in ensuring the interoperability of various skilling programs. Through the National Skills Qualification Framework (NSQF), NCVET enables learners to move across different education and training streams, school education (CBSE), higher education (UGC), and vocational education. It also recognizes informal and experiential learning through Recognition of Prior Learning (RPL), further strengthening career progression opportunities.
