Australia and India stand at a pivotal moment in their education and skills-development partnership. As India accelerates its push toward industry-ready training and large-scale India skilling initiatives, Australian dual-sector education providers; those that combine university and vocational education capabilities, are emerging as valuable collaborators. The Australia India Skills Collaboration is further strengthened by the new report released by the Australia India Institute, with support from the Victorian Institute of Technology (VIT): New Frontiers for Australian Dual-Sector Education. This comprehensive report was unveiled alongside the Australia-India Education and Skills Council meeting held in New Delhi.

The meeting was co-chaired by India’s Minister for Education Shri Dharmendra Pradhan, Minister for Skill Development and Entrepreneurship Shri Jayant Chaudhary, Australia’s Minister for Education Jason Clare MP, Minister for Skills and Training Andrew Giles MP, and Assistant Minister for International Education Julian Hill MP, underscoring the high-level commitment to strengthening education and skills collaboration.

The report outlines how Australian institutions can tap into India’s rapidly expanding education and skilling priorities, especially as individual states seek expert partners to strengthen workforce preparation.

Why Australian dual-sector education providers are well positioned

Australia’s dual-sector institutions/universities, TAFEs, and private RTOs, are globally respected for integrating vocational training with higher education and responding effectively to workforce demands. The report highlights how these strengths align neatly with India’s priorities.

Key advantages of Australia India skills collaboration

  • Strong capability to link academic and vocational learning
  • Deep experience in competency-based education models
  • Proven frameworks for industry-aligned training
  • Flexibility to work across sectors; from renewable energy to digital technologies

As India continues to advance major skilling missions and reforms, Australian providers are uniquely equipped to support this transformation.

Four Indian states offer high-potential partnership pathways for Australia India skills collaboration

The report identifies strong opportunities for collaboration across four states with evolving training needs and ambitious economic agendas:

  • Telangana
  • Tamil Nadu
  • Andhra Pradesh
  • Goa

These states present fertile ground for partnerships in:

  • Technical and vocational training
  • Higher education-linked skilling pathways
  • Emerging sectors such as renewable energy, advanced manufacturing, and digital technologies

High-level endorsements highlight the importance of the Australia India skills collaboration

Honorable Minister for Skills and Training, Mr. Andrew Giles MP, emphasised Australia’s leading role in bridging vocational education with higher education, noting that this experience positions the country well to support India’s workforce development goals.

He added that integrating advanced skills with academic learning will be crucial for preparing workers for high-growth sectors.

Honorable Assistant Minister for International Education, Ms. Julian Hill MP, highlighted the growing demand in India for high-quality education closer to home and reaffirmed the strength of Australia-India ties in research, culture, and transnational education.

Ms. Lisa Singh, CEO, Australia India Institute, underscored the significance of India’s diverse training landscape and the strategic opportunity it presents for Australian institutions to form impactful, sustainable partnerships with Indian states.

Mr. Arjun Surapaneni, Founder and President, Victorian Institute of Technology (VIT), emphasised VIT’s ongoing efforts to build partnerships in states such as Andhra Pradesh, Karnataka, Odisha, and Telangana, noting the promising potential for meaningful outcomes in regions prioritising education.
