The need for dedicated skill development institutions seems to be getting stronger by the day. While Odisha recently inaugurated one in Mancheswar, Maharashtra is planning to set up a university in Nagpur. And, with the recent  implementation of Recognition of Prior Learning (RPL) in GJSCI,  RPL is gaining popularity among different industry sectors as an effective tool for smart skilling and upskilling of informal workforce. According to a press release, an online platform on the lines of Labour Market Information System (LMIS) will soon see a trial launch.   • Andhra Pradesh: 1.The government plans to train one lakh youth in 16 industry sectors including electronics, health, telecom, automobile and others; 2. Prince Trust from UK will collaborate with APSSDC for various skill development initiatives. 3. Prajwal Vani Welfare Society in Vizag conducted technical and vocational training for differently-abled people in various skills.
  • Arunachal Pradesh: A week long course in English, agri-business, beauty etc was conducted in Yingkiong. 2. In Pasighat, training under NULM is being imparted by AISECT. 3. In Aalo, capacity building and skill development training was conducted in animal husbandry and dairy development.
  • Delhi: 1. Of 1500 Rashtrapati Bhavan employees, 900 completed training program under PMKVY across 18 job roles. 2. DFCC under Ministry of Railways offered skill based training to more than 1000 people.3. NSDC signed an MoU with Dalmia Bharat Foundation to impart vocational training and skills to 60,000 unemployed youths across the country over 10 years.
  • Goa: Encouraging response from students for skill development courses in their schools and colleges.
  • Haryana: Plan underway for companies like Maruti and Honda to provide vocational training in 313 ITIs
  • Himachal Pradesh: Kaushal Vikas Nigam plans to train 65000 youth to make the employable and upgrade 51 ITIs in the state
  • Jammu and Kashmir: Chief Minister announced that key areas like education, skill development and tourism, horticulture, handicrafts will be given more importance henceforth. 2. 60 Kashmiri women received certificates from Apparel Sector Skill Council after completion of training.
  • Kerala: The Skill Development Centre of Kozhikode organized a computer training program for senior citizens, covering topics such as basics in computer, web browsing, internet applications, net banking and online ticket reservation. 2. Applications are invited from first year Vocational Higher Secondary Education (VHSE) in Kerala
  • Maharashtra: Global standard Skill Development and Management University along with a training center will be set up in Nagpur. Students will be trained in multiple sectors and also assessed at the end of the course. 2. The Shivaji University, Kolhapur has organizes a one-day workshop in entrepreneurial skills 3. TISS SVE to collaborate with TE Connectivity – material science research expert, to create skilled workforce
  • Nagaland: Under the PMKVY scheme, Nagaland has registered for itself the highest number of job placements in three years. Starting with 809 placements in 2013, this year nearly 1,054 persons acquired jobs. 2. Government declares 2016 as the year of construction workers to provide training and employment.
  • Orissa: India’s first skill development institute inaugurated in Mancheswar, Bhubaneswar to cater to the training needs of hydrocarbon industry sector that would generate one lakh jobs in the next five years.
  • Rajasthan:  Ford India opened an automotive student service educational training (ASSET) center in Jaipur to offer practical training to students.
  • Telangana: The Telangana Academy for Skill and Knowledge (TASK) collaborates with SAP India Education for upskilling of youth and professional development.
  • Tripura: The Tripura government  has set up a Construction Workers’ Training Institute (CWTI), the first of its kind in the country. CWIT has already produced about 150 trained masons and bar-binders. 2. NSQF sensitization workshop held at Agartala.

The industry sectors

Gems and Jewellery Skill Council of India (GJSCI) has launched an RPL Program as the first step to uplift the Karigars in this sector along with awareness programs. Through the RPL program, the industry, so far trained 80,000 plus candidates and certified 20,000 plus candidates.

The Central government

  • The government will launch a trial version of single-window online platform in two months, for labor market information, through which employers will be able to access area-wise details of skilled workers across the country.
  • President Pranab Mukherjee has invited New Zealand to participate in the ‘Make in India’ and skill development initiatives of India.
  • India and United Arab Emirates (UAE) have signed an agreement on cooperation for Skill development and mutual recognition of qualifications.
