Continuation of PMKVY 4.0 Till March 2025

NSDC has announced the continuation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 has been approved until March 2025, with implementation following the updated guidelines.

Entities Eligible to Apply for Fresh Target Allocation

  • Pradhan Mantri Kaushal Kendras (PMKK)
  • Sector Skill Councils (SSCs)
  • State Skill Development Missions
  • School Education System
  • Higher Education Institutes (HEIs) including Colleges/Universities Ecosystem
  • Central and State Government Institutes
  • Industrial Training Institutes (ITIs)
  • Polytechnics
  • Industry/Industry Associations  
  • Special Projects as approved by the Executive Committee for PMKVY 4.0

Entities Eligible to Apply for Reallocation

  • Institutes (excluding PMKK, SSCs, State Skill Development Missions, Central and State Government Institutes, Industry/Industry Associations, and Special Projects) that:
    • Have trained at least 75% of their allocated targets.
    • Have no monitoring issues.

Note: An online form is available for both fresh target allocation and reallocation for Schools, Higher Education Institutes, Industrial Training Institutes, and Polytechnics. Updates from the MSDE, NSDC, NCVET, UGC

  • The government has delinked placements from short-term training under Pradhan Mantri Kaushal Vikas Yojana 4.0 starting from 2022-23, according to Minister Jayant Chaudhary.
  • The Union education ministry has announced new guidelines for bagless days and enhanced, stress-free learning for classes 6-8, released on the fourth anniversary of the National Education Policy (NEP) 2020.
  • The India-US Working Group on education and skill development has been launched to boost cooperation in education, research, and skill development, focusing on academic exchange, quality enhancement, and innovation.
  • Union Minister Dharmendra Pradhan has launched the NATS 2.0 Portal and disbursed Rs 100 crore in stipends to apprentices across various sectors.
  • The Skill India Digital Hub has achieved 88 lakh registrations and 7.63 lakh enrollments in online courses, offering 752 courses and 7.37 lakh minutes of content, with plans for MSME integration and entrepreneurship access.
  • NSDC has launched the Women Entrepreneurship Programme, offering free online courses through the Skill India Digital Hub to support women with essential entrepreneurial skills and knowledge.
  • NSDC International and the Government of Maharashtra are establishing an advanced Skill Center in Pune to provide training in Hospitality, Healthcare, Beauty & Wellness, IT, and Construction.

Stakeholder collaboration – Industry, Academia and Government

  • The Maharashtra government has mandated that all government offices must offer internships to at least 5% of sanctioned posts or one candidate per department.
  • To prepare students with future-ready skills, the Uttar Pradesh education department is integrating skill development and digital initiatives from an early age.
  • Baba Farid University of Health Sciences, NSDC, and Punjab Skill Development Mission have launched a ‘hub and spoke model’ of skill development at the Faridkot campus.
  • Hyundai Motor India Limited to create 403 new job opportunities for ITI and polytechnic students across nine states through its network, as part of its skill development program.
  • The ICT Academy of Tamil Nadu aims to develop employable skills for 70,000 students in IT, banking, and other sectors through partnerships with corporates and government agencies.
  • The Media & Entertainment Skills Council and Producer Bazaar have partnered to offer specialized training for cinema assistants to address gaps in recognition and benefits in the film industry.
  • Titan Company Limited has opened a new LeAP Centre in Coimbatore to provide technical and vocational training to over 1,000 youths, offering courses in diverse fields.
  • The Odisha government has launched three initiatives to enhance polytechnic education, including the ‘Polytechnic Rankings-2024’ assessing 132 institutions across the state.
  • The government of Telangana announced to establish the Young India Skills University in Meerkhanpet under a PPP model, offering diverse industry and community-focused courses.

NSDC has invited Request for Proposal (RFP) for Empanelment of Sending Organization (SOs) in India for Japan’s Technical Intern Training Program (TITP). The last date to submit the proposal is 31st Marcy 2025. Skilling and Upskilling in Emerging Technologies
