PMKVY 4.0 RFP for providing skill certification under upskilling through Recognition of Prior Learning

National Skill Development Corporation (NSDC) released the Request for Proposal (RFP), inviting submissions for the special project and upskilling through Recognition of Prior Learning (RPL) under Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY) for the fiscal year 2023–24. The last date to submit the proposal is 11th December 2023.

Prior to the RFP release, a public notice was issued by NSDC, encouraging proposals through the RFP portal specifically for upskilling initiatives under PMKVY 4.0.

Under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE), NSDC is proficiently implementing the PMKVY 4.0 scheme, aligning with approved guidelines. NSDC provides technical and knowledge support in diverse aspects of the scheme, as mandated by MSDE.

The RFP portal for upskilling is open for submissions until December 11, 2023.

The portal link for proposal submissions and access to annexure pages for document format is available at https://rplrfp.nsdcindia.org/Home.aspx.

Any application saved as a draft but not submitted by an applicant on the portal will be deemed null and void. NSDC will not accept or consider any proposals after the deadline specified in this document, in any format.

Guidelines for PMKVY 4.0

The implementation of the scheme will align with the approved guidelines for PMKVY 4.0 (2023-24). As part of the broader ‘Skill India Program,’ PMKVY 4.0 is underway from fiscal year 2022 to 2026. This initiative is strategically realigned, placing a central emphasis on enhancing the agility and adaptability of the existing skill ecosystem. The primary objective is to swiftly address current challenges and emerging needs through streamlined processes, ensuring greater flexibility in skill development.

Objectives of PMKVY 4.0

With a comprehensive vision for skill development, PMKVY 4.0 aims to:

  1. Foster an enabling environment for youth to skill themselves and align their careers with their abilities and aspirations.
  2. Deliver market-oriented and demand-driven skill training by enhancing the flexibility of the existing ecosystem, emphasizing improved employability.
  3. Simplify the skill ecosystem through technology and digitalization.
  4. Expand access to skilling by establishing skill development infrastructure in remote and challenging geographies.
  5. Ensure inclusivity by facilitating skill training for marginalized communities, including SC, ST, women, etc., promoting gainful employment and self-employment.
