National Qualifications Register (NQR) – A unified platform for skill-based qualifications

With skill-based hiring gaining momentum in India, the way we view qualifications is undergoing a fundamental shift. Traditionally, academic qualifications like diplomas and degrees were seen as primary gateways to employment. However, this approach often overlooks the practical skills and competencies required in the workplace, leading to challenges such as underemployment and skill mismatch.

To bridge this gap and promote industry-relevant skill training, the Government of India, through the National Council for Vocational Education and Training (NCVET), has developed the National Qualification Register (NQR), a centralized and dynamic repository of all skill qualifications aligned with the National Skills Qualification Framework (NSQF) and integrated under the National Credit Framework (NCrF).

It functions as a structured database that allows users to explore, compare, and understand qualifications based on parameters such as sector, NSQF level, nomenclature, and job role.

Each qualification is supported by a detailed dossier that includes the Qualification File (Q File), Model Curriculum (MC), industry validations, and Occupational Maps, ensuring transparency and alignment with actual job requirements. The NQR search engine has been optimized to filter qualifications and provide detailed summaries of each Q File, including the National Occupational Standards (NOS), without having to open individual files.

This systematic classification makes the NQR an essential tool for training providers, curriculum designers, institutions, and learners, as it ensures standardization, portability of credentials, and quality assurance across India’s skilling ecosystem.

The qualifications in the NQR are categorized by various industry sectors. The platform offers multiple filters to help users explore qualifications based on sector, job role, NSQF level, and other relevant criteria.

  • NSQF level details and curriculum structure
  • Validity period and awarding body information
  • Supporting documents like model curriculum and assessment protocols

Such granularity ensures that the qualifications reflect real-world competencies needed in various job functions.

The role of model curriculum and authentic information

Every approved qualification on the NQR is backed by a Model Curriculum, which highlights the sector, training hours, required entry qualifications, and a strong emphasis on practical learning. These documents ensure that institutions and trainers design programs rooted in hands-on experience and workplace relevance.

Each qualification also carries a NSQC-approved watermark, guaranteeing authenticity and making it easier for institutions to adopt them with confidence.

Quality assurance through NSQF-aligned qualification 

Before being listed on the NQR, every qualification must undergo a rigorous approval process led by the National Skills Qualification Committee (NSQC). Organizations proposing new qualifications must submit a detailed Q File, including a National Occupational Standards (NOS) template—a document that captures performance criteria, skills, knowledge requirements, and occupational context.

This structured approval mechanism ensures that qualifications remain responsive to evolving industry needs and adhere to national quality benchmarks.
